I visited many other shops that could not fix my faulty battery and battery charger for my ebike. I was lucky to find Falcon searching for a ahop selling the new ebike snapcycle. I brought my faulty battery with the charger. Falcon technician quickly fix it without any problem. After that we figured there was another problem with the junlets connectors that had to be replaced. Once again, the diasgnostic was accurate and they replaced it quickly. Overall highly knowledgeable technicians that really know their stuff. The service was quick and responsive and price was very good considering their level of expertise. It is worth mentioning that Falcon was the only shop in Singapore that diasgnostic properly the problem with my ebike and fix it in a very short time for a very reasonable price. Frequently Asked Questions (FAQ)
2. What is the minimum age to ride a Power-Assisted Bicycle (PAB), and is a riding license or theory test required?
Yes, there are mandatory requirements for the rider in addition to the device’s compliance.
- Minimum Age: The rider must be at least 16 years old to operate a PAB on public paths and roads. This age limit also applies to any pillion passenger carried on the bicycle.
- Theory Test: All PAB users are required to attend and pass a compulsory Online PAB Theory Test. This test ensures that riders are fully aware of the relevant rules, safety regulations, and the Active Mobility Code of Conduct before they are allowed to ride on public paths and roads. Riders must possess a valid PAB Theory Test Certificate.
- Licensing: While a driver’s license or motorcycle license is not required, the mandatory theory test serves as the minimum competence requirement to ensure public safety.
3. Where exactly can I legally ride an electric bicycle in Singapore, and which paths are strictly prohibited?
Electric bicycles have greater access than some other personal mobility devices (PMDs), but usage is still strictly regulated regarding location.
Allowed Locations:
- Roads: PABs are permitted on roads, provided riders follow all traffic rules and regulations (excluding expressways and road tunnels, where they are strictly prohibited).
- Cycling Paths: These include dedicated cycling lanes and shared paths.
- Shared Paths and Park Connector Networks (PCNs): PABs are allowed to operate within the established speed limits on these shared paths, fostering connectivity across the island.
Strictly Prohibited Locations:
- Footpaths: PABs are expressly prohibited from being ridden on footpaths, which are typically designated for pedestrians only.
- Expressways and Road Tunnels: Riding an electric bicycle on any expressway is a serious offence that carries severe penalties.
When riding on any public path, the mandatory speed limit of 25 km/h must always be adhered to, and priority must be given to pedestrians.
4. After purchasing a new or second-hand electric bicycle, what is the mandatory registration and ownership transfer process?
The registration and ownership process is a crucial step that legally binds the PAB to its owner, ensuring accountability.
- New Purchase (from a Retailer): When buying from a reputable retailer, the PAB should already be LTA-approved, sealed, and registered in the retailer’s name. The retailer initiates the transfer of ownership to you through the LTA’s official online portal (OneMotoring). As the buyer, you must log in to the portal and confirm the transfer within 7 calendar days of the transaction to finalise the registration under your name. A non-refundable transfer fee is payable to the Authority.
- Second-Hand Purchase: Both the seller and the buyer must follow the official transfer procedure on the LTA portal. The seller initiates the process, and the buyer must accept the transfer within the mandated timeframe. It is the buyer’s responsibility to verify that the PAB is genuine, compliant (with a valid orange seal), and registered before completing the purchase. Buying a non-compliant or illegally modified PAB, even second-hand, will make the new owner liable for enforcement action.
5. How strict are the rules on modifying the electric bicycle's speed, motor, or weight, and what are the associated penalties?
Singapore adopts a zero-tolerance policy towards illegal modification of PABs, as tampering with technical specifications poses significant safety risks to all road users.
- Prohibited Modifications: Any modification that alters the device's original LTA-approved technical standard is illegal. This includes increasing the motor's power output (above 250W), removing the 25km/h speed cut-off mechanism, adding a throttle, or exceeding the 20kg unladen weight limit. Modifying internal components, such as batteries or electrical wiring, is also strictly disallowed.
- Penalties: The penalties for illegal modification are severe. First-time offenders can face fines of up to $10,000, imprisonment for up to six months, or both. Repeat offenders face even higher fines and longer jail terms. Enforcement authorities routinely conduct checks, and non-compliant devices are typically seized and permanently forfeited.
6. Are there mandatory periodic inspections for electric bicycles, and what safety checks should riders perform routinely?
Yes, regular inspections are mandatory to ensure the continued compliance and safety of the device over its lifespan.
- Mandatory Inspections: All registered PABs are required to undergo a mandatory inspection at an LTA-Authorised Inspection Centre once every two years. This inspection verifies that the PAB still adheres to all the original LTA technical requirements (weight, speed cut-off, motor power, no illegal modifications) and has a valid seal.
- Routine Rider Checks: Owners must perform daily safety checks before every ride, including:
- Brakes: Ensure both front and rear brakes are fully functional and responsive.
- Tires: Check tire pressure and look for any deep cuts, cracks, or embedded objects.
- Lights/Bell: Verify that the white front light and red rear light are working, and the bell or horn is functional for alerting pedestrians and other users.
- Battery: Check that the battery is securely mounted and has no visible damage (e.g., swelling or cracks).
7. What are the best practices for charging and maintaining the lithium-ion battery to prevent fire hazards and maximise its lifespan in the tropical climate?
Battery safety is paramount due to fire risks. Proper maintenance practices are vital for both longevity and safety, especially with Singapore’s high ambient temperature and humidity.
- Safe Charging Environment: Always charge the battery in a cool, dry, and well-ventilated area, away from direct sunlight, heat sources, and flammable materials.
- Certified Charger: Only use the original charger supplied by the manufacturer, or a replacement charger explicitly approved for your PAB model, ensuring it has the required safety mark. Never use uncertified or generic chargers.
- Avoid Overcharging: Do not leave the battery plugged in and charging overnight or for extended periods after it has reached full charge. Disconnect the charger promptly when charging is complete.
- Physical Checks: Regularly inspect the battery casing, cables, and charging port for any signs of damage, swelling, leakage, or excessive heat during charging. If damage is observed, stop using and charging the battery immediately and seek professional advice.
- Water Exposure: While PABs are generally water-resistant, avoid submerging the battery or exposing the charging port to heavy rain. Ensure all ports are dry before charging.
8. What is the general price expectation for a reliable, fully compliant electric bicycle model, and what factors justify a higher price point?
The price of a compliant electric bicycle can vary significantly, but potential buyers should focus on long-term value and certified safety rather than just the lowest cost.
- General Price Range: While some basic models may start below this, buyers should typically expect to pay between S$1,000 to S$1,800 for a new, reliable, and fully LTA-compliant PAB model that offers decent quality and after-sales support.
- Factors Justifying Higher Price: Higher-priced models generally offer enhanced features, justifying the investment through:
- Component Quality: Better quality components, such as high-end braking systems (e.g., hydraulic disc brakes), more durable and lighter frames (e.g., aluminium alloy), and reputable gear sets.
- Battery Technology and Range: Higher capacity batteries (measured in amp-hours or Ah) that provide a significantly longer mileage range per charge.
- Motor Efficiency: More efficient motor systems that deliver smoother power assistance.
- Warranty and Support: Comprehensive warranty packages and readily available maintenance/repair services from the retailer.
9. Can I take my electric bicycle onto buses and trains, and are there specific rules regarding size and time?
Yes, you can bring an electric bicycle onto public transport, provided it adheres to strict size and handling requirements.
- Folding Requirement: The PAB must be folded at all times when inside MRT/LRT stations, bus interchanges/terminals, trains, and buses. Non-foldable PABs are not permitted.
- Size Limit: When folded, the device must not exceed the maximum allowable dimensions of 120 cm (length) by 70 cm (height) by 40 cm (width).
- Time of Travel: Unlike some restrictions previously imposed on other devices, PABs are generally allowed on board trains and buses at all hours of the day.
- Conduct: Riders must push their folded device; riding is strictly prohibited in stations and interchanges. PABs should be handled carefully to avoid obstructing or causing inconvenience to other commuters.
10. When is wearing a helmet mandatory while riding an electric bicycle, and what other safety gear is recommended?
Wearing a helmet is an essential safety requirement with specific mandatory conditions in Singapore.
- Mandatory Helmet Use: It is mandatory for all PAB riders to wear a suitable and securely fastened bicycle helmet when riding on roads (including roads within PCNs). Failure to comply may result in fines.
- Recommended Helmet Use: While not strictly mandatory on cycling paths, shared paths, or PCN pathways, it is highly recommended to wear a helmet at all times for maximum protection against accidental injury.
- Other Recommended Safety Gear:
- Appropriate Attire: Wear comfortable, non-bulky clothing that doesn't risk getting caught in the wheels or chain.
- Protective Eyewear: Glasses or goggles are useful for protecting the eyes from dust, insects, and road debris, especially when riding at higher speeds.
- Visibility Aids: Even if the PAB has integrated lights, additional highly reflective clothing or accessories can significantly increase visibility, particularly during low-light conditions or heavy rain.
